Carolyn Athey serves as the Clerk to the Board of County Commissioners and as the Assistant to the County Manager.  Ms. Athey has been employed with Rowan County Government since 1999, and prior to her appointment as Clerk to the Board in 2005, she served as Assistant Clerk.  Ms. Athey has earned the professional designation of Certified Municipal Clerk (CMC) as conferred by the International Institute of Municipal Clerks (IIMC).  Ms. Athey also earned the designation of North Carolina Certified County Clerk ( NCCCC) in January of 2010 as conferred by the North Carolina School of Government.

The Clerk handles all the official records kept by the Board of Commissioners. All documents including ordinances, leases, resolutions, contracts, etc. that are considered or adopted by the Board of Commissioners are officially recorded by the Clerk’s office and held for public inspection.  The Clerk prepares agendas for Board meetings, attends Board meetings, hearings, workshops, etc., and composes a full and accurate account of all actions taken by the governing body.

The Clerk's office is located in the J. Newton Cohen, Sr. Rowan County Administration Building at 130 West Innes Street, Room 202 in Salisbury. This office is open from 8:00 a.m. - 5:00 p.m. Monday through Friday.
