| Laws of the State of North Carolina, along with policies and procedures of the North Carolina Local Government Commission, require that all local governments in the State publish a complete set of financial statements annually. Pursuant to those requirements, Rowan County issues a Comprehensive Annual Financial Report at the end of each fiscal year. |

| Expenditure Report |
| The expenditure report provides a listing of budgeted expenditures for each fund within Rowan County. Comparisons of actual expenditures and encumbrances to budgeted expenditures are presented, and the remaining amounts the County is legally authorized to spend are shown as "balances". |

| Revenue Report |
|
The revenue report provides a listing of budgeted revenues for each fund within Rowan County. Comparisons of actual revenues to budgeted revenues are presented, and the remaining amounts the County intends to collect are shown as "uncollected balances".
