Finance Department
The Finance Department is responsible for recording and reporting the financial activities of the County. All transactions must be verified for compliance with the annual Budget Ordinance, NC General Statutes, generally accepted accounting principles, regulatory agency pronouncements and policies adopted by the County. Some of the department responsibilities include:
- Development of the County budget
- Coordination of the annual County audit
- Development of the Capital Improvement Plan
- Preparation of various financial reports
- Payroll for County employees
- Monitoring and management of long-term debt
- Supervise the collection, deposit and investment of cash
- Monitoring of County expenditures and revenues
- Preparation and monitoring of financial policies and procedures
- Review and maintenance of County contracts
- Preparation and issuance of bid specifications for supply, equipment and professional service contracts
- Payment of invoices to suppliers of goods and services to the County
- Coordination, review and processing of County purchases of equipment and supplies
- Maintenance of the County's fixed assets
Effective financial planning and cash management practices have aided in the efficient use of available resources. The County continues to have an aggressive cash management program designed to assure safety of principal, sufficient liquidity for current operations and the attainment of market-average rate of return. Idle cash is invested using competitive bidding among financial institutions with investments awarded based on the highest yield.
The Finance Department is located in the J. Newton Cohen, Sr. Rowan County Administrative Building at 130 West Innes Street, Suite 110-120, Salisbury. Street parking is available in front of the building and on North Church Street. The office is open Monday through Friday from 8:00 a.m. to 5:00 p.m.
