The Human Resources Department was started on September 1, 1986 with two employees. Changes that have affected the workplace over the years have included the implementation of new employment laws, (COBRA, FMLA, HIPAA, and ADA). In recent years with the increasing cost of health care, managing the County's self insured health plan for employees is an on-going challenge. Wellness activities have been implemented to assist employees with improving their health and well-being. Employees continue to desire a work/life balance for themselves and their family. Challenges we expect to face in the future include our need to recruit, hire, and retain qualified staff.

To be proactive and a strategic provider of quality professional Human Resource Services for Rowan County Government including the development and administration of all personnel policies and procedures, employee recruitment and selection, benefits administration, wellness plan, job classification and compensation, employment law compliance, employee training and development, and employee relations.
