The Zoning Board of Adjustment (ZBA) is an appointed, quasi-judicial body that hears and decides appeals, variances, requests and requests for interpretation of the Rowan County Zoning Ordinance as authorized by G.S. 153A-345.  The board consists of five (5) members and two (2) alternates that are appointed by the Rowan County Board of Commissioners.  The ZBA meets on the second floor of the J. Newton Cohen, Sr. Rowan County Administration Building (130 W.
