Floodplain Administration

The Rowan County Planning Department is responsible for administering and enforcing restrictions on building in flood prone areas of its jurisdiction.  The Planning Department is not responsible for Salisbury, Kannapolis, Faith and their ETJs.  If a property is located in a flood zone, the Planning Department will require a completed Developmental Survey Permit and an Elevation Certificate.
