Rowan County Land Use Study (Areas West of I-85)

What is a Land Use Study?
As implied in the title, a Land Use Study is an examination of the land, which involves gathering data, analyzing trends (past and present) and making recommendations for future activities that are reliant on land availability for development. Background study topics include:
- Geography and History
- Housing
- Population & Economic Data
- Natural Environment
- Transportation & Community Facilities

This data and analysis can be found in the Key Issues Report. The report was reviewed during two public input sessions in February 2008. Based on the input gathered at the sessions the Rowan County Land Use Steering Committee developed a series of draft recommendations for future land use in the study area, titled the General Study Report- Draft Recommendations. A second round of public input sessions were held on July 10, 2008 at West Rowan High School and July 15, 2008 at South Rowan High School, where the public reviewed the General Study Report. The information gathered at the sessions was reviewed by the committee on July 31, 2008, in which several changes were made to the draft. The committee met again on August 11, 2008 to review the final draft and have forwarded the Final Draft - Land Use Study Areas West of I-85 to the Planning Board, which will be reviewed beginning on August 25, 2008. The Western Rowan Land Use Steering Committee was dissolved by the Rowan County Board of Commissioners on August 18, 2008.

What areas are being studied?
The Land Use Study focuses on ten townships: Atwell, China Grove, Cleveland, Franklin, Locke, Mount Ulla, Salisbury, Scotch-Irish, Steele, and Unity. The study addresses the portions of those townships that are west of Interstate 85 in the southern and
western areas of the county excluding all areas of adjacent municipal planning and zoning jurisdictions.
How will the study be used?
The Land Use Study will be forwarded to the Rowan County Planning Board for a recommendation to the Rowan County Board of Commissioners. Should the Board of Commissioners accept or modify the study, it will function as a plan that will guide the County’s Planning Staff, Planning Board, development community and Board of Commissioners when evaluating development proposals in the study area.
Who is conducting the study?
The Board of Commissioners selected one (1) citizen from each township and one (1) member from the Planning Board to participate in study development. This eleven (11) member committee reviews all data, maps, and information assembled by the consulting firm Benchmark CMR, Inc. and the County’s Planning Staff.
