The Rowan County Detention Center is a 164 bed, direct supervision facility made up primarily of dormitory style housing units. It is a totally self-sufficient operation consisting of housing, food service and laundry facilities that maintain a high level of service on a daily basis. Ninety-five to ninety-eight percent of the housed inmates are pre-trial or persons awaiting to go to court to have their cases heard by a judge. The other 2% - 5% are persons serving a 90 day or less sentence or are waiting to be transferred to another facility.
The detention facility is commanded by Captain J C Davis and Lt. TM Lane. There are five squads, each consisting of one sergeant, one master deputy and seven detention officers. Detention officers are not required to be BLET certified, however they must complete DOCC training within one year of their hire date. One squad is assigned administrative/transportation duties and the other four are assigned housing/security details. Officers assigned housing/security duties are currently working straight 12 hour shifts on a 2-2, 3-2, 2-2 schedule. All officers are now equipped with stab resistant vests and are required to wear them during their tour of duty.
Inmates are not allowed to bring any personal items into the facility. Tobacco products and televisions are prohibited. Inmates are allowed to work, openings permitting, in the kitchen and the laundry and are required to keep their housing units clean. Inmates are not allowed to have cash but can have up to $200.00 placed in an account for purchasing canteen items. Money must be mailed to the detention center in the form of a money order addressed to the inmate.
Visitation is allowed on Tuesday and Wednesday evenings and Saturday and Sunday afternoons, according to the inmate's name. Visitors must be pre-approved and on the visitation log of the inmate prior to visitation. No personal contact is allowed during visitation.
