Carolyn Barger serves as the Clerk to the Board of County Commissioners. Ms. Barger has been employed with Rowan County Government since 1999, and prior to her appointment as Clerk to the Board in 2005, she served as Assistant Clerk.
Certifications & Awards
Mrs. Barger has earned the professional designation of Master Municipal Clerk (MMC) as conferred by the International Institute of Municipal Clerks (IIMC). Ms. Barger also earned the designation of North Carolina Certified County Clerk (NCCCC) in January of 2010 as conferred by the North Carolina School of Government. In January 2016, Ms. Barger received the designation of Master County Clerk through the UNC School of Government, the highest certification a county clerk can achieve. Ms. Barger is active with the North Carolina Association of County Clerks where she has served as a member of the Board of Directors, Secretary, Vice-President and President of the Association. Ms. Barger also received the 2014 Howard Holly Outstanding Clerk of the Year Award.
Duties & Responsibilities
The Clerk handles all the official records kept by the Board of Commissioners. All documents including ordinances, leases, resolutions, and contracts that are considered or adopted by the Board of Commissioners are officially recorded by the Clerk’s office and held for public inspection. The Clerk prepares agendas for Board meetings, attends Board meetings, hearings, workshops, and composes a full and accurate account of all actions taken by the governing body.
