The Planning and Development Department has direct oversight of Rowan County’s housing assistance programs and utilizes the administrative services of the Salisbury Community Development Corporation to manage its housing programs. Partnerships
Through its partnerships with local and state agencies, Rowan County is able to offer a variety of housing programs for low to moderate income homeowners intended to increase energy efficiency, safety and sustainability. Assistance activities may include housing rehabilitation, emergency repairs or down payment assistance to 1st-time homebuyers.

Please note that participation is limited to homeowners residing in the unincorporated areas of Rowan County and within its municipal jurisdictions, excluding the cities of Kannapolis and Salisbury.
