Participants

Basic Eligibility Requirements

To participate in the Veterans Treatment Court (VTC), you must meet the following:

  • Must have qualifying service in the US Armed Forces including the Reserves and National Guard with proof of military service (DD-214 required).
  • Be charged with a non-violent misdemeanor or low-level felony.
  • Must have a diagnosable substance use disorder, mental health condition, or co-occurring issues.
  • Participants must have at least 1 year of probation remaining on their sentence and be willing to extend probation to complete the VTC requirements.
  • Reside in Rowan County or have the ability to attend Court in Rowan County (with Judicial approval) and treatment in the area.

Disqualifiers include:

  • History of violent felony charges.
  • Less than Honorable Military Discharge due to Court Martial.  Less than Honorable Military Discharges due to Article 15 Non-Judicial Punishment will be reviewed for acceptance.
  • Current sex offender registration.
  • Pending charges in another jurisdiction without clearance.
  • Findings of incompetence by a Court or for VA payment purposes.
