 Ensures a uniform system of visible addresses for all properties and buildings and the naming of qualified roads to facilitate the provision of adequate public safety and emergency response services and to minimize difficulty in locating properties and buildings for public service agencies and the general public.

  Flood Damage Prevention

Contains standards for development within or adjacent to identified floodplains in order to protect human life, safety, and health; minimize public and private losses due to flood conditions; minimize prolonged business losses and interruptions; and ensure that potential buyers are aware that property is in a special flood hazard area.

Applicable areas: All areas of Rowan County less municipal and ETJ limits. Through an interlocal agreement, department staff administers an identical Flood Damage Prevention Ordinance for the towns of China Grove, Cleveland, East Spencer, Faith, Granite Quarry, Rockwell, and Spencer.

Historic Landmarks

Identifies guidelines to carry out the purpose and objective of the Historic Landmarks Commission, which include enhancing the environmental and aesthetic quality of the county; strengthening the economic base by the stimulation of the tourist industry; and establish and improve property values by generating an improved appearance in older, transitional areas.

 Noise

Provisions are established herein to protect residents from unreasonable amplifies sound. While this ordinance is administered by the Sheriff's Office, Planning Staff facilitate requests to exceed the noise ordinance standards, which are considered by the County Commissioners. Additionally, a separate set of noise standards are identified in section 21-241 of the Zoning Ordinance specifically addressing mining, manufacturing, and those seeking specific special use permit and conditional district approval.  .

Nuisances

 This ordinance specifically establishes guidelines for the dead storage of manufactured homes and promotes accountability and responsibility in these instances.

Subdivision

Establishes procedures and standards for the development and subdivision of land; provide for the orderly growth and development of the county; coordination of streets within a proposed subdivision with existing or planned streets and other public facilities; for the dedication or reservation of rights-of-way for street and utility purposes; facilitate adequate provisions of water, sewerage, parks, open space, schools, and playgrounds; and facilitate the further re-subdivision of larger tracts into smaller parcels of land.

Zoning

 Establishes guidelines to promote the orderly planned use of land resources while ensuring the protection of public health, safety, and general welfare. Economic development is a recognized goal of the county and provisions are made to allow timely location of industries that will advance the general welfare of the county’s citizens, while insuring that residential areas are protected from adverse impacts of this type of development.
